CSS does many things, but is used orimarily for defining how htmL elements are presented, or styled, such as font size and color, sized of page elements like images, or positioning of elements on the page through alignment, paddings and margins. CSS3 is the language used by Bootrap to define the foundation upon which Cadenza themes are built.
